Edit as New Plugin

I developed this feature way back on evolution mail 2.8. After that version evolution has this feature but it's only available on sent messages, which is really annoying.

edit-new enables evolution mail to edit a mail message as if writing a new message, without adding any quoting and preserving existing quotes.
